We aim to increase democracy in the criminal justice system by supporting Youth Offending Teams. If robust and uniform panel practices are to underlie all 156 YOTs administrations, a strong and vibrant infrastructure for Panel Members advocating bottom-up implementation of Restorative Justice, will enable uniformity with local differences, whilst delivering the complex message that the best interests of children and young people who offend do not, and should not, conflict with the rights of victims or communities
